At all.
The claim is that Jason should have moved on from his death by now then the person said the title quote. Where to start. How about the fact not all the Robins actually died. Dick shouldn't really count as dead since his heart stopped for a brief time. People in real life had this happen and a lot never realize it until someone tells them. Tim was kidnapped and everyone assumed he was dead. Neither of them were betrayed, beaten and exploded (Tim was teleported.) There's been a couple hints in early issues of Robin, Son Of Batman that Damian is haunted by his death but it was never (to my knowledge) followed up on.
Also Bruce still hasn't "moved on" from his parents deaths so I find it rather laughable that someone that literally came back from the dead would just "get over it." The fact of the matter is that Jason has no closure and probably never will. You could argue Bruce would have closure on his parents deaths if Joe Chill was imprisoned or dead. He still can't let go of the past.
For Jason to move on he'd at least need:
- Joker to be dealt with once and for all. Jail doesn't hold him making it a moot option. He has to be sure he and others are safe from Joker. We know that's never going to happen.
- To finally open up about what he experienced.
- To have support. It's debatable how much support he has but this depends on Jason feeling like he can depend on them, being supported and actually talking.
It's not just the trauma of his death it's the trauma of his rebirth, the strain with his family, his own regrets and his fears of what he is since he seems to regard himself as inhuman.
