I really don't think it will be that bad. I'm actually looking forward to the arc.

Not because I think Jason should go solo and act like Punisher, because I don't believe that at all. Nor do I believe Scott Lobdell is "ruining" the book. This story was a long time coming and frankly needs to be addressed for Jason's character development. I don't think for a second that this is just about the letters. It plays a role in getting Jason into an emotionally vulnerable state and when he's hurt Jason can make rash decisions.
Solicits tease about him going after Penguin, someone we know had a hand in Willis being sent to prison at least based on the letters. At this stage Penguin is the only target Jason has. I don't think he'll kill Penguin for obvious reasons but this will naturally get him on Batman's radar. Remember Batman didn't just tell Jason he'd come after him for crossing the line he also said he'd pull Jason out if he got in over his head.
We have Jason mourning what could have been then facing off against Bruce. That's bad enough. We've also seen Jason honestly wanting to make a difference as well as proving himself. Yet Jason has shown some misgivings lately. He's questioned whether their losing sight of the bigger picture and questioning not just his motives but the family's too. Are they making things better or part of the problem? Their looked down on and treated like criminals by the DET team. Amanda Waller and Croc both think he might be heading down the wrong path. Croc even tells Jason that he has to consider his friends too. Last time he did that he left Roy believing he'd never be a hero like him.
Bizarro has been manipulating them, something Jason might not be fully aware, maybe he won't be until the twenty fifth issue. We never got a scene of Artemis telling him how Bizarro was using Kryptonite and he isn't aware of what Bizarro tried to hide from him. We don't even know what the situation with Artemis will be like. Did she kill Willis? Maybe, maybe not but Jason could assume she did regardless. If he was able to figure out where Willis was sent all he'd have to do is remember what Creeper said and he could connect the dots.
I don't think Jason will be stuck in this role. It would feel very counter productive to every thing Lobdell has done for the character.
