Unanswered Questions of the Hieve El Agua Plot

I've been thinking a lot about this storyline since the we learned why it's important to Artemis. Naturally my curiosity led to some questions.


To recap: Artemis used to work as a sword for hire for Lex Luthor years ago. (*1) He wanted to send a message to anyone that would dare use his stolen tech by having her kill everyone at the prison of Hieve El Agua. During the slaughter she catches one of the prisoners attempting to escape and he begs for his life.

Flash forward to present day where Jack Ryder/Creeper condemns her for actions at the prison and Artemis later claims she ruined Jason's life. Artemis acts like she doesn't know Luthor in front of Jason (*2), Luthor plays along but Jason notices she's a little defensive. Willis Todd was apparently sent to Hieve El Agua yet we the audience seem to be the only ones (besides Ma Gunn) who know he's alive. His son Jason actually went to the prison and deduced that Artemis was there. A former inmate/test subject dubbed Soltiary (who mistakenly believed he was Jason's dad) confirmed Artemis was there working on Luthors' orders and claimed she let him escape.

Let's break this down some to focus on each player that's involved and even a few I didn't mention in the recap.


Jack Ryder/Creeper

Right now his history with Artemis is vague and the two seem to have a mutual dislike of each other. That makes it unclear if their issues go beyond his job as a reporter although she is aware of his costumed persona. The audience first hears about Hieve El Agua from Ryder as he called her out on being the only one to leave there alive. He wasn't seen when we saw flashbacks to the prison making me think he somehow pieced it together.

He's also be seen in a few parallel universes in the Outlaws lineup.

What is his history with Artemis?
Does he know about Luthors' involvement?
Why didn't he report about it? (*3)
Has he told others about it?
If not why not?



Lex Luthor

He's been involved in the series since the start as he's responsible for the creation of Bizarro. Luthor also used to be Artemis' boss and recently offered Jason a chance to teach super villains in training. He's been watching the Outlaws extremely close for sometime.

Did Luthor figure out the connection with Willis Todd? 
Is that why he's shown an interest in "trusting" Jason with Bizarro and later the students?
Is teaching supposed to be the favor the Outlaws owe him for saving Bizarro? He never actually offered Jason for that deal.



Artemis Grace

Amazon turned Outlaws Artemis hasn't told Jason about her past working for Lex Luthor. She was hired to kill everyone at the prison on Luthor's orders. Hieve El Agua was also the same prison that Jason's dad was tested on. 

Why does she think she ruined Jason's life?
Did Luthor tell her that Willis Todd was brought to Hieve El Agua?
Did she lie about her feelings for Jason just because of her past with the prison or is there more?



Jason Todd/Red Hood

There's been some clues that Jason has picked up although we don't know how much he's aware of or if he connected all the dots yet. He figured out Artemis was involved and learned that she worked for Luthor from Solitary.

Does he believe Solitary?
Willis didn't mention the location of the prison he was being sent to in his letters, so is Jason completely ignorant of that fact?
Did Jason realize Wingman was his dad? 
Narration suggests he didn't but Jason's behavior was curious. He stubbornly refused to learn who Wingman was yet trusted him with things he kept from everyone else at Iceberg? Why?



Solitary

He told his story, confirming Jason's deduction that Artemis was involved. Solitary also revealed she worked for Lex Luthor. But given his confusion over his own identity Jason might not believe him.

Why did he believe he was Jason's dad? Did Willis tell him about his son?
Did Artemis let Solitary go or did he get that detail confused?
Why did he put the Outlaws together?


Willis Todd

The father of Jason Todd that went to Hieve El Agua prison to become a test subject in a desperate move to earn his freedom. Most of the world believes Willis is dead but he somehow came back as Wingman to see his son although he didn't reveal his identity to him.

How did he escape the slaughter? 
Was it because he was escaped earlier or was he the one Artemis let go?
Does he have powers? The talk Ma Gunn had with Willis was confusing as he looked like Solitary yet we don't see Willis use powers after they speak.
Where has he been all this time? 
How much does he know about his son's life?



Bruce Wayne/Batman

While Bruce has no involvement in Hieve El Agua it makes me wonder if he was totally ignorant of the events. In Post-Crisis canon he investigated Jason's parents just after meeting him (although he still missed a detail or two. *4)

Does Bruce know where Willis was sent, that he was being tested on?
Does he know that Lex Luthor was involved?
Does he know about Artemis' involvement? (*5)




*1 While it's a little unclear when this occurred during Artemis' timeline we do actually have a better idea when it occurred during Jasons' timeline. Thanks to Willis sending letters to his son we know it occurred either before Jason became Robin or at the start of his time as the boy wonder.

*2 In RHATO #13 vol. 2 Artemis says to let the man speak and tells Jason she knows about Luthor not that she used to work for him. They bring him up a few more times with Artemis trying to sound vague.

*3 I assume Ryder didn't report on it or Artemis' past would already be exposed.

*4 Post-Crisis Bruce still neglected to learn who Jason's birth mother was despite adopting him. Correct me if I'm wrong but I'm pretty sure you would see the birth certificate of the kid you adopt.

*5 I'm a little doubtful on this one as I can't see Bruce being okay with Artemis working with Jason if he believes she killed Willis. Still, he might have come to this conclusion more recently.



Did You Notice?: I wanted to mention it because I just found out by looking it up after seeing the Soy art again, but Lex Luthor, Artemis Grace and Jason Todd are all the same height at 6".
