SPOILERS AHEAD
Who actually knows about Sanctuary ?: I previously mentioned how Sanctuary being around for five year in universe doesn't make much sense. Especially since Batman, one of its founders, hasn't used it to help those near him. Jason Todd and Oliver Queen only recently learned of it from Roy. Issue #4 adds another layer of confusion as we see that Dinah Lance and Barbara Gordon not only knew about it they also went to confessionals. Fairly recently too given their costumes. Originally I thought it might be a matter of the Trinity telling those they chose. Which makes no sense but it makes less sense that neither Dinah or Barbara told anyone else. Is everyone involved ashamed of going there to the point they wouldn't even inform those that could benefit from the center?
Sympathy for Harley Quinn: So people are willing to feel for Harley who previously killed a lot of innocent people but no one besides Ted really feel bad for Booster?
Why did Ted break Booster out?: Does he think he's innocent? If not he's putting others at risk. Whether or not Booster did it Ted is also putting Booster at risk. For not getting the help he may need but also by letting him leave the protection offered by being in League custody. The killer could still be gunning for him or someone (Barry, Ollie, etc.) that loss a loved one might attack him. Breaking him out also makes him look guilty.
Why does Barry or anyone in the DCU believe it is Booster?: I know King hasn't exactly bothered with explaining how the Time Masters angle works but isn't Booster supposed to have a bad reputation? Does the stuff with Bruce and Clark knowing still exist? If not why would anyone believe Booster was able to take out all those heroes including the fastest man alive? Harley shouldn't be able to do that either but she's been overpowered in the series plus she has a history of killing.
